Justin Pavsic

CEO & Co-Founder

Justin Pavsic co-founded Staff Domain in 2018 after recognising a recurring problem in the offshoring industry. Businesses were often promised rapid scaling and lower costs, yet the operational systems needed to make offshore teams succeed were rarely in place. 

Staff Domain was built to address that gap. Justin focuses on developing the infrastructure that allows offshore teams to operate at the same standard as onshore teams, including strong recruitment frameworks, secure technology environments, and employee development systems that support long-term performance. 

As CEO, he leads the company’s strategic direction and partnerships with growing organisations. His perspective is that offshoring is ultimately about access to talent and the ability to scale when local hiring becomes a constraint. 

Ben Rajah 

CFO & Co-Founder

Ben Rajah is the co-founder and Chief Financial Officer of Staff Domain. He oversees the financial governance that supports the organisation’s growth and operational stability. 

Since launching the company in 2018 with Justin, Ben has focused on building a transparent commercial model that allows clients to scale offshore teams with confidence. His work ensures the company’s pricing structure, operational investments, and expansion strategy remain sustainable as the organisation grows. 

Samantha Williams 

Head of Operations 

Samantha Williams leads operational execution across Staff Domain. She ensures the systems supporting recruitment, onboarding, delivery, and client success operate efficiently as the organisation expands. 

Her background in compliance-driven environments shaped her structured approach to operations. Samantha focuses on building clear processes and continuously improving operational systems so offshore teams can deliver consistent results for clients. 

Melissa Bachmann 

Head of Sales-Acquisition 

Melissa Bachmann leads Staff Domain’s global sales organisation across Australia, the Philippines, the United Kingdom, and the United States. She oversees revenue strategy, pipeline development, and the processes that support long-term client partnerships. 

Melissa works closely with organisations evaluating offshore staffing to understand where hiring constraints are limiting growth. Her focus is helping businesses design offshore teams that unlock operational capacity and support sustainable scaling. 

Amy Skinner 

Head of Talent Acquisition 

Amy Skinner leads the global recruitment function at Staff Domain, managing talent acquisition teams across the Philippines and South Africa. 

Her experience across agency and in-house recruitment, combined with her background in organisational psychology, shapes her approach to hiring. Amy focuses on strengthening quality of hire while building recruitment systems that support long-term client growth. 

Christopher Onte 

Head of Client Success 

Christopher Onte leads Client Success across Staff Domain’s operations in the Philippines and South Africa. His role ensures offshore teams remain aligned with client goals throughout the lifecycle of each partnership. 

With more than thirteen years of experience in the offshore outsourcing industry, Christopher brings expertise across quality assurance, operations management, and customer experience. His focus is building strong partnerships supported by clear communication and measurable performance outcomes. 

Emerson Mendoza 

Head of People and Culture 

Emerson Mendoza leads People and Culture at Staff Domain, shaping the employee experience that supports retention and organisational development. 

With fifteen years of HR leadership experience, including more than a decade in the offshoring sector, Emerson focuses on building workplace environments where all employees under Staff Domain can grow their careers while contributing meaningfully to client organisations. 

Roneliz “Roni” Flores-Cruz 

Learning and Development Manager 

Roneliz “Roni” Flores-Cruz leads learning and development at Staff Domain. She designs programmes that help employees strengthen their skills and grow professionally. 

Her approach emphasises practical learning that improves both individual capability and organisational performance, helping create a culture of continuous improvement across teams.
